Centripetal and Centrifugal Forces
The term centripetal refers to the effect of the force which results in a change in the direction of the velocity of the body on which it acts. It does not cause any change in the magnitude of the velocity. Centripetal force arises due to some real interaction such as gravitation or friction, and hence it is a real force.

An observer on the rotating object would be in a non-inertial frame of reference. In order to apply Newton's laws to the body, it is necessary for him to postulate the existence of an outward centrifugal force which balances the inward centripetal force and keeps the body in equilibrium.
